UAE residents risking safety face jail or fine
Residents of the UAE who put themselves and others at risk during bad weather conditions may be fined or jailed for their reckless actions. Earlier this week, the UAE had dusty weather for two consecutive days, which decreased visibility and prompted government officials to advise residents to stay indoors as much as possible. Last week, the public received a warning from the National Emergency Crisis and Disasters Management Authority on the severe weather conditions brought on by a dust storm. Authorities also issue warnings before heavy rains to protect drivers and prevent them from entering wadis and other low-lying regions and exposing themselves and others to the risks associated with bad weather. Police have repeatedly warned drivers to drive carefully and safely in bad weather for the safety of themselves and other people. “It’s the responsibility of the individuals to pay heed to such warnings and not expose themselves and others to the dangers posed by weather conditions. Actions to the contrary are subject to a fine and/or imprisonment,” says Abdulla Ziad Galadari, senior partner at Galadari Advocates & Legal Consultants. He stated that under Article 399 of the Federal Decree-Law No.31/2021, anybody who endangers herself or others is subject to fines and imprisonment. “Article 400 of the same law states if a person endangers the life or safety of a child under the age of 15 or with limited mental or physical capacity, then they may be subject to imprisonment of up to 2 years. Further penalties are in place by the same law when the child being exposed to danger is under the age of 7,” says Galadari. In addition, Abdulla Galadari clarified that danger includes physical and personal safety risks. For the protection of themselves and others, locals and drivers must follow the warnings provided by the authorities. Before the torrential rains that caused a significant disturbance, the National Centre of Meteorology (NCM) had sent over 70 advisories to people on adverse weather. The UAE authorities saved hundreds of people stuck in Sharjah and Fujairah after severe rains pounded the eastern and northern regions of the nation last month, while seven individuals perished.
