Senate to hold caucus on impending arrest of Leila de Lima

  MANILA – The New York-based Human Rights Watch (HRW) has condemned as an "act of political vindictiveness" the filing of drug charges against opposition senator Leila de Lima last Friday. The Senate is expected to hold a caucus on Monday afternoon to discuss the possible arrest of de Lima following the filing of charges by the Department of Justice (DOJ), who accused her of tolerating the operation of drug syndicates at the national penitentiary when she was still justice secretary in exchange for funds for her senatorial campaign in last year's general elections. Also charged with de Lima were seven others. De Lima had denied the accusations against her. HRW deputy Asia director Phelim Kine said in a statement that concerned lawmakers and human rights groups should step up to denounce the administration of President Rodrigo Duterte for disregarding human rights when it filed charges against de Lima at the Muntinlipa Regional Trial Court (RTC). Kine said the prosecution of de Lima, a vocal critic of President Rodrigo Duterte especially his bloody campaign against illegal drugs in the country, is an act of political vendetta. Presidential legal counsel Salvador Panelo defended the filing of charges against de Lima as they were based on documentary and testimonial evidence and that the charges were not politically motivated. He said the administration would prosecute anyone regardless of his or her relationship with the national government. The MTC, which has jurisdiction over the national penitentiary officially known as National Bilibid Prison (NBP), is expected to raffle off the three drug charges against de Lima and seven others. The assigned judges will determine if an arrest warrant will be issued against de Lima and her co-respondents. The Liberal Party (LP) said it would rally behind their partymate. De Lima ran and won under the LP in the elections in May last year. Senator Francis Pangilinan, de Lima's partymate, assured de Lima of the party's assistance as he expressed concern over de Lima's safety in prison. Meanwhile, Senate President Aquilino Pimental III said the Senate would hold a caucus on Monday (February 20) to discuss the arrest of de Lima. He said he will honor any arrest warrant to be issued against de Lima but stressed that he will not allow it to happen during the Senate session and should be done outside of the Senate. Pimentel said there were suggestions made by some senators for the Upper House to take custody of de Lima. He said de Lima should make representations with the court with regard her place of detention once she is arrested as she would be under the jurisdiction of the court by then.
