CEBU CITY – A network of human rights lawyers based in Cebu is forming an alliance against alleged summary executions involving drug dealers and drug users. Lawyer Democrito Barcenas, chairman of the Free Legal Assistance Group in Central Visayas (FLAG-7), told the media that he will help in the forming of the group following the call of Vice President Leni Robredo to look into at least 100 cases of drug-related killings in less than a month. Barcenas said that lawyers are taking this initiative since the national and local IBP "have kept silent on this basic constitutional issue". He emphasized that they are fully behind Robredo's call. "We are fully behind VP Robredo’s exhortation for the observance of the rule of law and due process in solving the drug problem. We firmly believe that criminality cannot be eradicated with the use of criminal method. When the state itself commits illegal acts in the name of peace and order, then anarchy is not far behind," he added. Robredo, in a statement in Tuesday, called for authorities to look into drug-related killings. "While we are one with the fight against drugs, we are concerned with the growing culture of vigilantism and violence. We hope that the war is not done at the expense of the innocent and defenseless," Robredo said. Robredo also said that if there is culpability, then justice requires that appropriate cases be filed and that those proven to be accountable be punished. Meanwhile, Barcenas said they are inviting other groups concerned with human life and human freedom to join them.
