Pavel Durov, the Dubai-based billionaire founder and CEO of the Telegram messaging app, was arrested on his private jet at Le Bourget airport, located outside of Paris on Sunday (August 25). Durov, who holds dual UAE-French citizenship, was detained by French police due to an active arrest warrant issued in connection with an ongoing preliminary investigation, sources told media outlets. According to reports, the investigation centers on allegations that Telegram, under Durov's leadership, failed to implement sufficient moderation practices, potentially allowing criminal activities to go unchecked on the platform. Telegram, which boasts approximately 900 million global users, is widely recognized as one of the most popular messaging apps worldwide. French media have speculated that Durov could face formal charges. His arrest has highlighted the complexities surrounding platform moderation and the responsibilities of social media companies in preventing misuse by malicious actors. Durov, who is based in Dubai and known for his strong stance on privacy and user rights, co-founded Telegram in 2013 with his brother Nikolai. The Russian native left his home country in 2014 after refusing to comply with Russian government demands to shut down opposition communities on his VKontakte social media platform. Durov’s defiance against government overreach has been a consistent theme in his career. In an interview earlier this year with American journalist Tucker Carlson, Durov asserted his commitment to freedom, stating he would “rather be free than to take orders from anyone.” After departing Russia, Durov, whose net worth Forbes estimates at $15.5 billion, sought a new base for Telegram, spending time in several cities, including Berlin, London, Singapore, and San Francisco, before eventually settling in Dubai. Durov's arrest has triggered reactions across social media, particularly among Russian bloggers who have called for protests outside French embassies worldwide. The calls for demonstrations underscore the polarized views on Durov's leadership and the role of Telegram as a neutral platform amid geopolitical tensions. Telegram has played a significant role during the Ukraine war, being utilized by both Ukrainian President Volodymyr Zelenskyy and the Russian government to disseminate information following the Russian invasion in 2022. As one of the few platforms available for independent news amid the conflict, Telegram has become a crucial source of information for both Russians and Ukrainians.
