Philippine Senator Raffy Tulfo is calling for a total ban on deploying Filipino domestic workers to Kuwait following the tragic death of Jenny Alvarado, an overseas Filipino worker (OFW). In a Senate committee hearing on Monday (January 20), Tulfo said the ban should be enforced until maltreatment and crimes against OFWs are eradicated. He criticized Kuwait’s treatment of OFWs, citing recurring cases of abuse. “The problem is not us. It’s their system. We’re feeding the lions,” he added.

Screening employers

The senator also proposed stringent employer screenings, including psychological assessments. Department of Migrant Workers Secretary Hans Cacdac supported the idea, suggesting pre-employment briefings for Kuwaiti employers. Tulfo urged exploring opportunities in more worker-friendly countries. “There are other countries willing to welcome OFWs with better conditions,” he noted.
