UAE banks spread word on new tax rule as expatriates will be required to submit info for tax purposes

  ABU DHABI - In an effort to catch tax evaders, banks in the emirates have begun informing their clients about new international tax compliance regulations that will take effect in January next year. The Hongkong and Shanghai Banking Corporation (HSBC) in the UAE, for one, has sent a memorandum to their customers about the international regulation imposed by the Organization for Economic Cooperation and Development (OECD) to pay tax to their home government regardless of where they are residing for work purposes. The OECD is a 35-member group of mostly European countries. In a circular to clients, HSBC said, "These local laws will mean that from the beginning of January 2017, governments will start requiring all banks and other financial institutions to ask customers for information with a view to determining where they are resident for tax purposes. Therefore, from the beginning of 2017 onwards, we will be contacting some of our customers to collect information related to their tax status." According to reports, the OECD's directive came as the US seeks to collect taxes from its citizens abroad and unlike most countries, the US requires its citizens to pay tax above a certain salary threshold even if they live abroad. Middle East banks have been helping the US with the implementation of the US Foreign Account Tax Compliance Act (FATCA) for individuals subject to the US tax laws. The UAE hosts private banks catering to wealthy clients, many of whom store assets in offshore accounts in many countries including the UAE. Some governments have been tackling some of the world's biggest private banks and imposing a huge amount in fine on them for failing to disclose account information to countries chasing tax evaders.
