UAE bolsters child protection law, regulates employment of minors

  DUBAI – The ruler of Dubai has issued a resolution introducing 23 new rules to protect children’s rights, and regulate the training and employment of minors in the UAE. The Cabinet resolution was issued on Wednesday (December 26) by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

Employment of minors

The UAE’s Child Protection Law, also known as Wadeema’s Law, stipulates that children under the age of 15 cannot be granted employment. Teenagers over the age of 15 can apply to work, provided they have the written consent of their parents or legal guardian. The employment applications of minors will be reviewed by the Ministry of Community Development in coordination with the Ministry of Human Resources and Emiratisation. Minors who meet the minimum age requirement must also be deemed “medically fit to work” by the two ministries.

Movies for children

Under the new rules, films show in UAE cinemas, television and online must show in English and Arabic the age of the children allowed to watch the material. Cinema supervisors are also required to ask for proof of the child’s age before allowing him or her to enter the cinema to watch age-appropriate film.

Security against criminals, abuse

The Ministry of Community Development has been tasked to prepare a database of those convicted of crimes against children. School staff must also report instances of abuse or violence against children.

Children not allowed in these areas

Under the new resolutions, parents or guardians are prohibited from taking children to “adult entertainment areas”. Children are also not allowed to be taken to places where smoking is allowed, and other areas deemed dangerous to their health or well-being, including factories with potentially toxic gases and heavy machinery. School trips to factories or businesses must be pre-approved.

Foster family

Couples who wish to foster a child must not be less than 25 years old, and must show proof of good conduct and good physical and mental health. The couple should be able to support the family’s needs, and their religion must also be compatible with the child’s religion. In case families are not able to protect their children, the latter will e placed with a foster family or with an appropriate public or private institution, social, educational or health institution.
