The UAE’s General Commercial Gaming Regulatory Authority (GCGRA) has issued a firm warning against unlicensed lottery and gaming activities, emphasizing that only three operators are authorized under the country’s strict regulatory framework. The sole national lottery license has been granted to The Game LLC, operating as The UAE Lottery. Alongside this, longstanding operators Big Ticket and Dubai Duty Free are permitted to continue under GCGRA supervision. All other entities engaging in lottery or gaming activities without approval have been ordered to cease operations. Raffle draw operators such as Emirates Draw and Mahzooz paused activities in January 2024 after unsuccessful licensing bids. “Consumers who play with unlicensed operators face significant risks, from financial loss to cybersecurity threats,” the GCGRA warned in a statement. Penalties for violations include fines up to Dh50,000 for participants and up to Dh100,000 and 10 years imprisonment for unlicensed operators. The GCGRA also warned third party companies that provide support to unlicensed operators with penalties under the UAE law. The UAE’s first official lottery, The UAE Lottery, launched in November, offers a record Dh100 million jackpot, with the inaugural draw set for December 14. Meanwhile, Big Ticket is gearing up for its largest draw of Dh30 million in January 2025. The authority clarified that even games combining skill and chance fall under the definition of “commercial gaming.” Public awareness campaigns aim to educate residents about the dangers of unlicensed gaming. “These activities are often riddled with fraud and data breaches, posing risks to individuals and the community,” the GCGRA stated. Residents are urged to report suspicious activities to authorities to safeguard the integrity of the UAE’s gaming industry and email enforcement@gcgra.gov.ae or through the GCGRA website.
