Starting January 1, 2025, all private sector employees and domestic workers in the UAE will benefit from a mandatory low-cost health insurance scheme introduced by the Ministry of Human Resources and Emiratisation (MoHRE). This affordable healthcare plan ensures comprehensive medical coverage while reducing the financial burden on employers and workers. Here’s a detailed look at the new system:

What is the new low-cost health insurance scheme?

The scheme provides private sector workers and domestic helpers in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah with mandatory health insurance coverage. It complements existing policies in Dubai and Abu Dhabi, ensuring that all UAE workers are insured.

Is the health insurance policy mandatory?

Yes. Employers must purchase this insurance policy to issue or renew residency permits. Exceptions apply to employees with valid work permits issued before January 1, 2024, until their residency renewal.

How much does the insurance cost?

The basic package costs Dh320 per year, which is covered by the employer.

What is the policy’s validity?

The insurance is valid for two years. Employers can claim a refund for the second year if the worker’s visa is cancelled.

Who is eligible for the policy?

Workers aged 1 to 64 years qualify without restrictions. Those aged 65 and above must submit medical disclosure forms and attach recent health reports.

Where can employers subscribe to the policy?

Policies can be purchased via the DubaiCare Network, the Insurance Pool website, or through other accredited insurers. Business service centres across the UAE also facilitate subscriptions.

What does the insurance cover?

Inpatient care: 20 percent co-payment (maximum Dh500 per visit, annual cap of Dh1,000). Beyond this, the insurer covers 100 percent of costs. Outpatient care: 25 percent co-payment (maximum Dh100 per visit). Follow-ups for the same condition within seven days are free. Medications: 30 percent co-payment (annual cap of Dh1,500).

Which hospitals, clinics, and pharmacies accept this insurance?

The scheme includes a network of 7 hospitals, 46 clinics, and 45 pharmacies.

Can workers extend the policy to their families?

Yes. Dependents are eligible for similar benefits, as specified in the policy terms.
