The UAE’s annual Midday Break rule officially began on Sunday (June 15), with the Ministry of Human Resources and Emiratisation (MoHRE) warning that violators will face strict penalties of up to Dh50,000. Now in its 21st year, the rule bans outdoor work between 12:30pm and 3pm daily until September 15, during the hottest months of summer. It aims to safeguard workers from heat-related illnesses and aligns with global occupational health and safety standards. “This initiative reflects the UAE’s commitment to safeguarding workers’ rights and promoting humane, sustainable working environments,” the MoHRE said. According to Mohsen Al Nassi, Acting Assistant Undersecretary for Inspection Affairs at MoHRE, “The regulations aim to provide a safe working environment for labourers and spare them the risks of exposure to high temperatures during the summer months.” Here's what you need to know:

UAE Midday Break: What the law requires

Employers are required to: • Stop all outdoor work at project and construction sites between 12:30pm and 3pm • Provide shaded rest areas • Supply cold drinking water, hydration salts (e.g., lemon, salt), and electrolytes • Equip worksites with industrial cooling, first-aid kits, and safety gear • Post the daily work schedule in a language workers understand, alongside Arabic Who is exempt? Some essential jobs are exempt from the ban, including: • Technical work that must continue uninterrupted, such as laying asphalt or pouring concrete • Emergency work involving repairs to water, sewage, electric lines, gas or oil pipelines, or public road issues • Services requiring permits from local authorities that affect traffic flow or essential utilities Even exempted firms must follow all safety measures, including hydration and shade requirements. Penalties Companies found violating the Midday Break rule will be fined: • Dh5,000 per worker • Up to Dh50,000 if multiple workers are affected How to report violations The public and workers are encouraged to report non-compliance: • Call the MoHRE hotline: 600590000 (Monday to Saturday, 8am to 8pm) • Via the MoHRE website or mobile app MoHRE will also intensify inspections and awareness campaigns across the UAE during the three-month period.
