New employees prohibited to work without residence visa

New employees from private firms are not allowed to work unless they have obtained their residence visas from the General Directorate of Residency and Foreigners Affairs, according to the Ministry of Human Resources and Emiratisation (MoHRE). MoHRE emphasized on its website that firms should not require new hires to begin working as soon as they receive their initial work permits because these are only given to them temporarily while they complete the “residency procedures.”

How to get work permits approved?

— Submit a work offer showing the employment relationship between the owner and the employee and signed by both sides. — The employee should have no active work permits or identification cards from another employer. — The employee is at least 18 years old. — The employee should be given tasks that are appropriate for the firm’s operation. — A Dh3,000 bank guarantee should be given for each employee, deposited in the MoHRE’s bank account through one of the country’s authorized banks. An employer who wishes to hire a foreign worker with a work permit must apply to the ministry with a request for the "quota" and print the job offer that will be sent to the employee. The job offer includes a comprehensive description of each party's rights and duties. The document is then electronically signed and forwarded to the employee's home country online, or to the employment agency, and indicates his approval by signature or fingerprint. Both Arabic and English are available in the job offer. It is also provided in a third language that the employee is comfortable with, and an appendix with all the provisions of the Labor Relations Regulation Law. KD/Expat Media
