The UAE's Ministry of Human Resources and Emiratisation (MoHRE) has streamlined the hiring process for domestic workers, implementing new regulations that transfer several key responsibilities from employers to licensed recruitment agencies. Under the updated rules, recruitment agencies are now tasked with handling various services on behalf of employers. These include the electronic submission and receipt of applications to the Ministry, assisting in medical examinations, and facilitating the issuance of Emirates ID cards. Agencies are also responsible for arranging airport pickups for domestic workers, ensuring safe transportation to employers' residences, and providing information on available nationalities and job roles. Additional responsibilities for agencies encompass conducting pre-employment interviews, training workers for their roles, and arranging suitable accommodation. MoHRE emphasized that these enhanced services must be clearly outlined and formally included within the scope of the agencies' licensed activities. To comply with the new regulations, agencies must add "printing services" to their business licenses from the relevant economic development departments. Upon approval, MoHRE will issue official letters authorizing the addition of this activity. Regarding the establishment of branch offices, recruitment agencies may open branches within the same emirate or in other emirates, subject to specific conditions. These include adjusting bank guarantees in proportion to business volume, complying with all licensing requirements, adhering to local regulations, and obtaining prior approval from MoHRE. Agencies are required to activate their licensed branches within three months of approval, which involves obtaining trade licenses, notifying MoHRE, submitting lease agreements, and completing necessary administrative and technical setups.
