The UAE Ministry of Interior (MOI) enforces special traffic regulations during adverse weather to ensure the safety of all road users. These include rules against driving into flooded areas, gathering near waterlogged sites, and obstructing emergency services. Here’s a comprehensive guide to UAE’s traffic laws during rain, along with the corresponding penalties for violations. 1. Entering flooded valleys: Dh2,000 fine, 60-day vehicle impoundment It is illegal for motorists to enter flooded valleys during rain, regardless of the level of risk. Violators face a Dh2,000 fine, 23 black points, and a 60-day vehicle impoundment. 2. Gathering near valleys and dams: Dh1,000 fine Authorities have banned gatherings near valleys and dams during rainfall to prevent accidents and ensure public safety. Those found violating this rule will be fined Dh1,000 and issued six black points. 3. Obstructing emergency or rescue operations: Dh1,000 fine, 60-day impoundment Motorists must not obstruct traffic authorities, rescue teams, or ambulance services during emergencies, disasters, or heavy rain. Any interference with these operations carries a Dh1,000 fine, four black points, and a 60-day vehicle impoundment. 4. Incorrect use of hazard lights: Dh500 fine, four black points Many drivers mistakenly switch on hazard lights while driving in rain or fog, but police warn that this is a dangerous practice. Hazard lights should only be used when the vehicle is at a complete stop to alert others about an accident or obstruction ahead. Violators will be fined Dh500 and receive four black points. 5. Driving recklessly in wet conditions: Hefty fines and black points Drivers must adhere to speed limits, maintain safe distances, and avoid reckless driving in rainy conditions. Failure to follow police and emergency instructions can lead to significant fines, black points, and vehicle impoundment. 6. Pedestrian safety during rain Pedestrians are also urged to exercise extreme caution, cross only at designated areas, and be vigilant near roads during heavy rain. Authorities emphasize that pedestrian safety is a shared responsibility. 7. Rain commute can count as work hours Under UAE Labour Law, commuting time during extreme weather conditions, such as rain, sandstorms, and floods, can be counted as part of working hours in specific cases: - When traveling to work during bad weather - If responding to NCM weather warnings - When caught in an accident while using company-provided transport Employees should check their contracts to see if their commuting time is included in work hours. Authorities urge all drivers to follow traffic advisories and stay informed during bad weather.
