US withholds grant to Philippines over human rights issues; concern aired also over rule of law in the country

  MANILA - The Millennium Challenge Corporation (MCC) of the United States held back on giving a grant to the Philippine amid "concerns around the rule of law and civil liberties" under the administration of President Rodrigo Duterte. The MCC said in a statement that it "deferred a vote on the re-selection" of The Philippines for another compact grant pending further review and instead gave aid to Burkina Faso, Sri Lanka and Tunisia for the first time. The MCC regularly evaluates prospective fund recipients using economic freedom, investment of people and rule of law as factors. Washington had been critical of the Duterte's administration bloody drug war wherein almost 6,000 people - drug pushers and users - have been killed in either police operations or by vigilantes. Socioeconomic Planning Secretary Ernesto Pernia, however, downplayed the MCC's move saying that Manila can get grants from other sources. He mentioned the China-based Asian Infrastructure Investment Bank (AIIB). The AIIB is regarded as a rival of the World Bank (WB). Pernia also said Japan, Korea and China are scouting for projects in the Philippines to invest it and he is optimistic that the MCC's move would not prompt those countries to defer their investment plans. The MCC first granted $434 million to the Philippines in 2011 for projects that would boost revenue collection, strengthen impoverished communities and develop national roads. The grant was utilized by concerned government agencies: Bureau of Internal Revenue (BIR), Department of Social Welfare and Development (DSWD) and the Department of Public Works and Highways (DPWH). Before the new grant was withheld, the Philippines was already considered as eligible to receive aid for projects to help the agriculture sector and to increase the country's competitiveness. The program was supposed to run for five years. Pernia, who is also chairman of the National Economic Development Authority (NEDA), said the MCC's move would have minimal effect on the country's development efforts because the government can tap other sources for aid or grants.
