High Tribunal decides to hear case against ban in full in October

  WASHINGTON – The US Supreme Court ruled on Monday to allow a partial implementation of a travel ban ordered by President Donald Trump on citizens of six Muslim-dominated countries. The court also ordered the conduct in October of oral arguments on the case filed againt Trump's travel ban. In its decision, the High Tribunal ruled to let the ban take effect on foreign nationals from Iran, Libya, Somalia, Sudan, Syria and Yemen who do not have any "bona fide relationship with a person or entity in the US." The ban could reportedly take effect in 72 hours. The court cited students accepted to US universities and an employee who has been hired to work in a US company as examples of "bona fide relationship" and are thus exempted from the travel ban. As regards refugees, the court held that a person seeking refuge in the US can claim "concrete hardship" but if they "lack any such connection to the United States, the balance tips in favor of the government's compelling need to provide for the Nation's security." In a statement, Trump described the Supreme Court's decision "as a clear victory for our national security." "As President, I cannot allow people into our country who want to do us harm. I want people who can love the United States and all of its citizens, and who will be hardworking and productive," he said. Trump promised a crackdown on illegal immigrants in the US when he ran for President last year. Meanwhile, the Department of Homeland Security (DHS) said in a statement it will discuss the Supreme Court's action with the justice and state departments and that it would carry out the ban "professionally, with clear and sufficient public notice, particularly to potentially affected travelers, and in coordination with partners in the travel industry." US media and legal analysts however expect chaos to rule at airports and at border facilities when the partial implementation of the executive order takes effect just like what happened right after Trump issued the travel ban early this year. CNN legal analyst Page Pate said, "That's going to be an extreme headache. Think about how the people at the border, at airports are going to make that decision. Who is going to make this decision? If we leave it to the folks on the front line, that's just going to lead to more litigation." When Trump issued the first order last January, he barred nationals from Iraq, Iran, Libya, Somalia, Sudan, Syria and Yemen from going to the US, which was blocked by lower courts after petitions were filed against the directive. In March, Trump issued a "watered-down" version of the original order that clarified problematic provisions but it was also blocked by lower courts. The second order excluded Iraq after Baghdad pleaded with the Trump administration to exclude the country from the list of nations whose citizens were barred from travelling to the US.
