  MANILA – A day after saying it will not review last Sunday's controversial title bout between Manny Pacquiao and new welterweight champion Jeff Horn, the World Boxing Organization (WBO) has backtracked and said on Friday that it will re-score the fight. However, WBO president Francisco "Paco" Valcarcel said the decision in favor of Horn stays, adding that the only way to revoke the scores made by the three judges is if fraud was committed in the scoring. The Games and Amusement Board (GAB) earlier asked the WBO to review the fight last Sunday in Brisbane that ended in a contentious unanimous decision in favor of Horn. Sports analysts and those who watched the match said Pacquiao should have won the fight based on the boxing statistics, prompting the GAB to seek a review in a letter sent to Valcarcel. Pacquiao landed the most jabs and punches on Horn but the judges – Waleska Roldan, Chris Flores and Ramon Cerdan – scored the fight 117-111, 115-113 and 115-113, respectively. Valcarcel said: "We are making this request for a review, which may call for sanctions on the referee and judges if so warranted, in furtherance of our mutual goal of protecting the integrity of the sport and even more, improving the boxing industry thay we love. We must make it clear that an Official's discretion, whether judge or referee, is irrevocable." The revocation of the decision lies on the Australian National Boxing Federation, he clarified. The WBO president said five anonymous judges from different countries will watch the fight without audio and then tabulate the results to determine which of the 12 rounds Pacquiao and Horn won using an average scale based on 60, 80 and 100 percent. Three of the five judges have to agree to determine which fighter won a round. This will be second time that the WBO will review a Pacquiao fight. The organization reviewed the 2012 welterweight title bout between Pacquiao and Timothy Bradley Jr. in which the American won by split decision. Pacquiao was deemed the unanimous winner but the decision in favor of Bradley was not reversed.
