  DUBAI – Leading presidential contender Rodrigo Duterte looked set to become the Philippines’ 16^th president as he continued to dominate the polls by a wide margin in the unofficial vote count, with 80 percent of the votes counted on Monday. In an interview on SMNI channel, Duterte revealed sweeping changes that he intends to do if he were to become president. Let’s take a look at the key issues on top of his list Education, health and agriculture Duterte said he will spend the biggest budget on education, health and agriculture. “Nothing follows the interest of the people,” he said. War against criminality, drugs and corruption Duterte said he will wage a war against criminality, drugs and corruption in government. “I will be a dictator. No doubt about it. But only against the forces of evil: Criminality, drugs and corruption in government,” he said. Hike in salary of police force Duterte said he will double the salary of the police force and ask Congress to fund the move. “I can not run the country with a corrupt law and enforcement .” Duterte said the country’s policemen are prone to corruption because of low salaries. Efficient service at government agencies Duterte wants quick processing of applications at government agencies. “I hate seeing people queue ,” he said, adding that in Davao, government firms take a maximum of 72 hours to process applications. He said that he expects to see the same speedy service from government agencies, otherwise he will consider allowing private firms to handle the filing process. “I might as well scrap your office,” he said. Eradication of illegal drugs Duterte said he is taking a “solemn commitment” to rid the country of illegal drugs, promising a “harsh conviction” for offenders. “I will do it even at the cost of my position as president, my life, and even my honour… I want this country freed from the tentacles of drugs. That is a solemn commitment,” he said. Fighting criminality Duterte said he will also come down hard on kidnappers, rapists and other criminals. “We will continue to work. I will replicate what I did for Davao. I will be a dictator against all bad guys. Evil persons. Criminals,” he said. “Of course I will listen to the human rights but you will not deter me. Not even the UN,” he said. He added that he will empower the police and military to “go out and hunt” criminals, and “shoot them dead” if at any point during the encounter the law enforcers feel their life is in danger. Clean up corruption in government bureaus Duterte has his eyes on cleaning up corruption in the Bureau of Internal Revenue and Bureau of Customs. He admits the job is difficult and that he will need the help of a strong Secretary of Finance. He did not reveal a name. “My message to all government employees … stop. You just stop. Stop oppressing the people,” he said, adding that if he fails to stop corrupt officials he will resign. Moro and rebel talks Duterte said he will initiate talks with rebel groups, including the Abu Sayaff. “This is a part of nation building. I’ve been telling the Moro people ‘We have to talk’. Give me time,” he said, adding that it is not easy to craft the deal as he has to find the most beneficial solution for Christians and Muslims alike. Get rid of nepotism Nepotism? “I don’t like it and I would be offended with that,” he said. “To secure a favour at the expense of government interest can not happen and will never happen. I will not do it,” he said. Duterte said he wants a level ground for everyone and that he “will be strict” about it. Probe into Scarborough Shoal issue Duterte said there will be an investigation into the Scarborough Shoal issue, hinting that a backdoor deal may have been sealed after the Philippines lost the disputed area to China.
