 Yasay: talks with China, claimant countries first step to West Philippine Sea issue

  VIENTIANE, LAOS – Bilateral talks is next on the Philippine agenda following a landmark ruling acknowledging the country’s rights over the disputed West Philippines Sea (South China Sea), Foreign Affairs Secretary Perfecto Yasay Jr said on Sunday (July 24). On July 12, the United Nations Arbitral Tribunal ruled that “there was no legal basis for China to claim historic rights” to the disputed area. China has refused to recognize the ruling. Addressing a question as to how the Philippines plans to impose the UN ruling, Yasay clarified that the tribunal's ruling acknowledged the Philippines' "right to exploration" within the 200 nautical miles of the West Philippine Sea area, and that the recent ruling affects only China and the Philippines. “As the ruling has no enforcement capability, we need to resort then to bilateral talks with countries who have overlapping claims within the exclusive economic zone of the Philippines,” Yasay said. If China wants to talk but rejects the tribunal’s decision, the Philippines will certainly not allow that as it is against Philippine laws, said Yasay, who was in Vientiane, Laos to attend the ASEAN Foreign Minister’s Meeting. “We have an opportunity to talk with China to allow our (small-scale) fishermen to do their fishing within the areas around Scarborough Shoal since, traditionally, Chinese, Filipino, and even Vietnamese small-scale fishermen have done such previously. That is our first step,” he said. “Then, later on, we proceed to other areas which are more contentious, such as the exploration within our exclusive economic zone,” he added. Duterte to travel to Laos Meanwhile, Yasay disclosed that Philippine President Rodrigo Duterte is heading to Laos in September on his first diplomatic travel outside the country.
