Aiza Seguerra bares challenges of National Youth Commission

  VIENTIANE, LAOS - Twenty-five days after she was appointed as chairman of the National Youth Commission (NYC), singer and actress Aiza Seguerra on Monday (September 5) shared plans and concerns for the agency, among them a planned budget increase and the setting up of regional offices. “The National Youth Commission is only a policy-making body. Thus, there are limitations that we face. That is why we mostly do partnerships and tie-ups with youth groups and local government units (LGUs) in order to serve the mandate for the youth,” Seguerra told a group of Filipino youth leaders in Vientiane, Laos, on her first official foreign trip to attend the Youth Interface for Asean Leaders on Tuesday. Seguerra said she plans to put up regional offices of NYC to better serve the youth. The NYC chairman said that the agency’s biggest challenge is working with a budget of 90 million pesos to cover the agency's program for the country's 30 million youth. The NYC chair said that the agency will “strongly lobby” for an increase of the budget, of which 30 percent will be allocated for trainings of the Sangguniang Kabataan, provided it will not be abolished by Congress. As of now, the NYC’s main thrust will be in the education and health areas, where most of the Filipino youth face a lot of challenges. Seguerra is also planning to strengthen some of the NYC’s programs such as the Youth Organization Registration Program (YORP), which allows youth groups to register with the program even though they are not registered with the Securities and Exchange Commission. The YORP also serves as a database for the NYC. Although there will still be a continuation of programs in policy-making, the NYC looks ahead to implementation of youth-related programs in partnership with LGUs, youth-oriented groups, and non-government organisations, Seguerra said. The NYC chair also addressed concerns regarding the problem of tertiary education for the Filipino youth in Laos, where college education standards are low. Most Filipino parents working in Laos still send their children back to the Philippines for college education since since sending them to nearby Thailand, Vietnam or Cambodia is very expensive as they have to pay nearly double the normal school fees. Seguerra said she will discuss the issue with the Department of Education to look for alternatives such as transnational education, or e-learning to allow Filipino students in Laos to continue their higher education studies there.
