Private sector companies with 50 or more employees that failed to meet the Emiratisation target of 2 percent of skilled employment starting January 1, 2023 would be fined, the Ministry of Human Resources and Emiratisation (MoHRE) announced on Thursday. The penalty is Dh6,000 per month, or Dh72,000 per year, for each Emirati who is not hired as part of the company Emiratisation target. The monthly penalties rise at a rate of Dh1,000 annually until 2026, when corporations must meet a 10 percent growth rate in their Emiratisation targets. According to the ministry, "We aim to achieve an effective participation of the private sector in the development process of the UAE, as raising the participation of Emiratis in this sector will have a positive impact on the competitiveness, attractiveness, and stability of the business environment in the country." According to the ministry, the legislation governing Emiratisation will contribute to "strengthening the labor market's diversification and consolidating the UAE's position as an incubator of national and international talents and an excellent place to work, live, and invest." The ministry praised enterprises that met the required Emiratisation targets for 2023. The ministry provides assistance and incentives to companies that achieve qualitative achievements in training and employing Emiratis under the Nafis program's objectives, such as joining the Emiratisation Partners' Club, which leads to being classified as a category one company in the Ministry's establishment classification system, resulting in discounts of up to 80% on the Ministry's service fees.
