Dubai has introduced new regulations governing the use of body cameras during police enforcement activities, including strict restrictions on recording in private spaces and stronger safeguards for personal privacy. Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, issued a new resolution on the use of cameras in documenting violations and the execution of judicial judgments, decisions and orders. The resolution aims to strengthen professional conduct among enforcement officers, enhance transparency and integrity, protect individual rights and ensure compliance with applicable laws while using technology to verify enforcement procedures.

Body camera recordings prohibited in private locations

Under the resolution, enforcement officers are prohibited from recording in highly private areas, including homes, places of worship and changing rooms. The rules also require officers to inform individuals when recording is taking place. Authorities said cameras may only be used for official duties and in accordance with procedures established by the officer's government entity. Officers must also maintain the confidentiality of recordings and are prohibited from copying, storing or transferring footage to personal devices or unauthorised systems. The resolution further bans the use of recordings for personal purposes or any activity that violates the law. The regulations require all recordings to be stored electronically through secure and encrypted systems designed to prevent unauthorised access, alteration or tampering. Government entities must comply with the cybersecurity and information security requirements set by the Dubai Electronic Security Center (DESC), including policies governing data retention, transfer and business continuity. Authorities are also required to maintain records of authorised personnel who can access footage and ensure compliance with privacy protection standards. Recordings may only be viewed, shared or used with written approval and for purposes permitted under Dubai law.

Mandatory training for enforcement officers

The resolution requires government entities to provide specialised training before officers are granted judicial enforcement powers. Training programmes must cover the proper use of body cameras, documentation procedures, secure handling and transfer of recordings, and the legal and ethical responsibilities associated with privacy protection. The rules also apply to private companies contracted by government entities or assigned statutory government functions. According to the resolution, the heads of relevant government entities may issue additional decisions necessary to implement the new rules within their respective areas of responsibility. Any provisions that conflict with the resolution have been repealed.
